The 2002-2006 Monitoring Strategy document was developed to assess the effectiveness of current water monitoring programs and fulfill an Agency commitment made in the 2001 Environmental Performance Partnership Agreement (EnPPA) between the Region 5 U.S. Environmental Protection Agency (U.S. EPA) and the Illinois EPA, to develop a Surface Water Monitoring Strategy for the next five-year monitoring cycle.
