The Board rejected the administrative law judge's (ALJ) recommendation, concluding the supervision investigators were supervisors within the meaning of section 3(r) of the Illinois Public Labor Relations Act (Act) (5 ILCS 315/3(r)(West 2010)). On appeal, the Union contends there are no indicia of supervisory authority in this case, in particular that supervising investigators do not direct employees within the meaning of the Act.
