On behalf of Secretary of State Jesse White, Illinois State Library Director Anne Craig, along with Illinois Press Association (IPA) Executive Director David Bennett, presented awards to 10 outstanding adult literacy students and 10 volunteer tutors at the Spotlight on Achievement and Service Awards.
