Accordingly, he recommended that the Board find Respondent violated Sections 10(a)(4) and derivatively, (1), of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(1), (4)(2008), by refusing to bargain in good faith with the Policemen's Benevolent Labor Committee (Charging Party) in that the Respondent's agents failed to recommend that the Respondent's City Council adopt a tentative agreement reached during interest arbitration and in that it either failed to disclose restrictions placed on its legal representative's authority to bargain on its behalf, or retroactively repudiated that authority. The Administrative's Law Judge further recommended the Board deny the Respondent's request for a variance form the Board's Rules and Regulations, 80 Ill. Admin.
