Within the political science literature there is much discussion on how these policies work. Recent polls in Illinois show that voters of the state are deeply dissatisfied with their state government (Crow, 2010; Leonard, 2010, The Paul Simon Public Policy Institute, 2010). Thus, any measures which may reduce the level of alienation and distrust are worth examining.
