The charge alleged that the Respondent violated Sections 10(a)(4) and (1) of the Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2012), when it unilaterally changed the status quo ofemployees' terms and conditions of employment during the pendency of interest arbitration proceedings and dealt directly with the Union's members concerning a mandatory subject of bargaining.
