 Description:  Based on the human health threat from exposure posed by the dilapidated, asbestos-containing school located at 708 North Broadway in Newman, the Illinois Environmental Protection Agency (Illinois EPA) will abate the asbestos where safe to do so and remove the building using State funds. Due to the condition of this former school, it is highly likely that asbestos fibers are being released to the environment and coming in contact with trespassers. Northwest Rockford Area of Fuel Contaminated Groundwater

 Description:  Winnebago County Health Department and the Illinois Department of Public Health (IDPH) worked together to collect samples from private wells in the area on three occasions during June, August and September after being informed of fuel-like odors from private well water. Contaminants discovered in some private wells are from a family of chemicals known as volatile organic compounds (VOCs) that are commonly found in fuels such as gasoline, diesel and home heating fuel. The most recent set of well water samples was taken on September 14, 2011. Twenty-five wells have been tested in all, some more than once. The three adjacent refinery properties of the area have gone through several successive owners and name changes over these decades. The current owners of these refineries are Premcor Refining Group (formerly Clark Oil and Refining; Apex Oil Company was another former owner), BP Products of North America (formerly Amoco) and ConocoPhillips (former owner Shell). The long history of refinery operations in the area is accompanied by a long history of petroleum releases from pipelines and on-site facility units. Rhodes Landfill

 Description:  Operation of the Rhodes Landfill began in the 1940s at the site of a former gravel quarry along Route 48 at Bowshier Lane. This 16-acre landfill held primarily construction/demolition debris, although foundry wastes, general refuse and other materials were also accepted. The southern edge of the site borders the Sangamon River. The landfill was closed by a court order in 1992. A closure plan submitted by the owner, Mr. Charles Rhodes, was approved by the Illinois EPA in 1994 but never implemented. The State of Illinois plans to construct a cap on the site. Illinois EPA has sent legal notice to the owner explaining our intentions, and the Agency retains the right to pursue cost recovery after the work is complete.

Rhodes Landfill

 Description:  Environmental problems at the landfill include steep slopes with erosion problems and inadequate cover. Leachate seeps have been observed on the south and west slopes of the property. (Leachate is a liquid that results from water traveling through decomposing waste in a landfill and usually contains a variety of contaminants.) Some portions of the riverbank at the southern slope of the landfill are undergoing erosion. Recent sampling found low concentrations of polynuclear aromatic hydrocarbons (PAHs) in one of three sediment sample taken from the east side of Lake Tokorozawa. PAHs occur naturally in coal, crude oil and gasoline and products made from these. They are released during the burning of fossil fuels, garbage or other organic substances. An ecological risk assessment indicates that the landfill might pose a threat to local ecological resourses.

 Description:  An uncontrolled waste pile made up of cinders and slag covers approximately five acres of the facility. The cinder/slag contains elevated levels of lead, zinc and other metals. Contaminants have migrated from the site to a drainage ditch and adjacent pond and wetlands. Antimony, arsenic, cadmium, lead, mercury, nickel and zinc were detected in the wetlands in excess of U.S.EPAs regional sediment screening values. Antimony, arsenic, lead and zinc have been found in residential yards in excess of U.S.EPAs regional screening levels.

Sauk Village Water Supply Contamination Issue: Fact Sheet #1

 Description:  In June 2009, Illinois EPA mailed public notices to all Sauk Village Water Supply users regarding vinyl chloride contamination in groundwater that is affecting the community water supply. In the water drawn from Well Number 3, the concentration of vinyl chloride in 2009 [at 3.49 micrograms per liter (ug/L)] violated the federal maximum contaminant level of 2 ug/L allowed for a public water supply. Well Number 3 was taken out of service in 2009 and has not been part of the system since then because of the vinyl chloride contamination.

Smith Douglass Site South Streator, Illinois

 Description:  For many years, this 124-acre site has been the location of fertilizer manufacturing which used naturally-occurring phosphates found in gypsum. The process used acid to free the phosphates to use in fertilizer production, and it resulted in a 25-40 acre pile/stack of acidic gypsum waste. The gypsum waste was piled into a strip mine pond and rises more than 60 feet above the pond surface. In 1989, Illinois EPA spent $500,000 to perform an immediate removal of hazardous waste at the site. The Agency is now faced with emergency cleanup and stabilization work. One of the previous owners has agreed to assist with the most immediate problem to safeguard surrounding residents and the environment.
