Prior to passage of the Used Tire Management Act in 1992, little reuse or recycling of waste tires occurred in Illinois. Through the efforts of the Illinois EPA and the other state agencies funded through the Used Tire Management Fund (via the tire user fee assessed to retail customers), more than one million waste tires are removed from dump sites annually and there currently are markets in Illinois that exceed the approximately 13 million used tires generated annually in Illinois. The signing of a significant piece of legislation in the summer of 2003 brought additional resources to Illinois Used Tire Program.
