TMDLs include allocations for both nonpoint and point sources. Illinois EPA applies TMDLs towards those parameters with numeric water quality standards, which have been adopted by the Illinois Pollution Control Board. LRSs are based on targets for the watershed and focus on nonpoint source controls. The reason for this is that the pollutants in question (Total Suspended Solids (TSS) and Total Phosphorous (P)) do not currently have a numerical standard in place. In the case of Phosphorous, a state standard does exist for lakes, however, Indian Creek, Dago Slough, and Prairie Creek are small streams and therefore a P standard does not exist. Recent water quality sampling showed one exceedence of the Mn standard by 0.01mg/l; a TMDL will be developed for Mn.
