Clean Water Action Plan: Restoring and Protecting America's Waters: Unified Watershed Assessment and Watershed Restoration Priorities for Illinois

 Volume/Number:  1998 September
 Issuing Agency:
Description:  The unified watershed assessments provide the foundation for this cooperative approach to restoring and protecting water quality, and support the setting of watershed restoration priorities. The objective of the unified watershed assessments is to combine assessments and build on current, cooperative efforts to identify common priorities - not to create a new activity that competes with existing processes. As indicated in the Clean Water Action Plan, draft watershed assessments and draft watershed restoration priorities are to be scheduled for public comment by August 1, 1998, and final assessments and final watershed restoration priorities are scheduled to be completed by October 1, 1998.

Framework for a Basinwide Planning and Protection Pilot

 Volume/Number:  2004
 Issuing Agency:
Description:  The counsel contained in this report will contribute to the development of an important new pilot program. This pilot program will test methods for approaching water resource management in a holistic sense and offers the promise of improvements in water quality planning and protection across Illinois for generations to come. The pilot program will be grounded in sound science, common sense, and an appreciation for the cause and effect relationships that exist at the nexus of economics, environment, and politics.

Taking that in conjunction with the state-by-state review, we developed our best counsel for constructing a road map for IEPA. A road map that will help move the state away from what is commonly regarded as a dysfunctional program and toward something that better protects and preserves water quality throughout the state.

Rock River Basin Assessment: An Overview of the Rock River Watersheds in Illinois

 Volume/Number:  2006 March
 Issuing Agency:
Description:  The river basin assessment as described in the framework is intended to be a snapshot view of the areas water resources which compiles a variety of information and assessments. It is not a list of public policy recommendations or an implementation document. Rather, it is intended that the river basin assessment will provide the basic information regarding water resources, such as which waters are impaired as well as causes and sources of impairments, that can be used by local planning groups in the development of detailed watershed implementation plans. The Rock River Basin Assessment which follows is the first pilot attempt at such an assessment.

Guidance for Developing Watershed Action Plans in Illinois

 Volume/Number:  2007 May
 Issuing Agency:
Description:  Watershed planning efforts have evolved considerably over the last couple decades. Previously, such efforts were often top-down processes that focused primarily on single issues. More recently, local groups variously described as place-based or community-led planning initiatives have assumed a larger role in watershed planning and management. At the same time, the importance of comprehensive planning, rather than a single-issue focus, has also been recognized. This manual embraces this evolution in watershed planning and seeks to provide an up-to-date approach to guide locally-driven, comprehensive watershed planning efforts in Illinois.

 Volume/Number:  2007 February
 Issuing Agency:
Description:  The Streambank Cleanup And Lakeshore Enhancement (SCALE) program was started by the Illinois Environmental Protection Agency (Illinois EPA) in 2003. The Illinois EPA continued support of the SCALE program by providing financial assistance to selected applicants to conduct lakeshore and streambank cleanup events in 2005 and 2006. The program, funded through Section 319 of the Clean Water Act, provides up to $3,500 to each group to help with their cleanup efforts. The funds are typically used for safety attire, dumpster rentals, landfill tipping fees and promotional materials. SCALE funds are available only to organizations that have already established a recurring streambank or lakeshore cleanup.
