Breast reconstruction and prostheses options and education for fiscal years 2020 through 2021

 Description:  In 2014, the Illinois General Assembly found that breast cancer has a disproportionate and detrimental impact on African Americans under 40 years of age who have a greater incidence of breast cancer than White women of the same age and is the most common cancer among the Latin population. In 2021, the American Cancer Society (ACS) estimated that in the United States 281,550 new cases of invasive breast cancer and about 49,290 new cases of ductal carcinoma will be diagnosed; and about 43,600 patients will die from breast cancer. Based on the Illinois General Assembly findings in 2014, beginning in 2016, two years after the effective date of Public Act 98-479, the director of the Illinois Department of Public Health is required to provide for the planning and implementation of an education campaign to inform breast cancer patients, especially those in racial and ethnic minority groups, anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options.

 Description:  The mission of the public health system is to promote health equity, prevent and protect againstdisease and injury and prepare for health emergencies. Toward the fulfillment of this mission, theIllinois Department of Public Health (IDPH) is tasked with leading the State Health Assessment(SHA) process every five years. In 2021, an interim update1 of the 2016 SHA was published withsome updates on the previous SHA and preliminary data analysis for this SHA. or this SHA, the SHA/SHIP Partnership, formed by IdPH and the Office of the governor,mplemented a model assessment process using four different methods to hear from the community, identify forces of change, review secondary data on the health status of Illinoisans, and assess the health equity capacity of the public health system. This work built upon the last Healthy Illinois update, published in 2021, which included community and public health providernput, gathered through focus groups and surveys, and an analysis of local health department (LHd) assessments. The partnership synthesized the data and developed findings to inform the prior process. Through dozens of meetings in 2022 and 2023, the partnership honed in on five priority health areas with crosscutting issues that must be addressed for each issue.

It means frequent trips to emergency departments and hospital admissions. It means recurring difficulties in finding qualified caregivers, negotiating insurance coverage challenges, and even finding transportation to obtain necessary services. And all too often, it means a premature death.The data is sobering, but it is also essential to our mission to identify resources and solutions that can help SCD patients and their families get the help they need to live longer, happier, and healthier. The information contained here will help us, in collaboration with the health care community and with the support of our legislative partners, to break down the geographic, financial, and bureaucratic barriers to care and to help people across the state get the medical, psychological, and social assistance they need to live and thrive after an SCD diagnosis.
