 Description:  I llinois began to experience a decline in commitments to the Illinois Department of Corrections (IDOC) Juvenile Division in the late 1990s. While this was a positive sign, there were other trends of concern. The number of female commitments to the IDOC Juvenile Division jumped 65 percent between state fiscal years 1994 and 2004. And black juveniles were committed at increasing rates, raising questions of disproportionate minority confinement. These trends and data may assist juvenile justice system policymakers and practitioners in developing more informed intervention policies and activities.
