Three Illinois counties, three Missouri counties, and the City of St. Louis are served by a mass transit system known as Metro, or Bi-State, an agency created by a Congressionally approved interstate compact between Illinois and Missouri. Such an arrangement is appropriate under the compact clause of the United States Constitution. In 2005, a collision between a bus and plaintiffs car occurred on Highway 159 in Belleville. Plaintiff sued defendant transit system in the circuit court of St. Clair County, claiming personal injuries.
