The Board is responsible for enforcement of the statute governing horse racing in Illinois known as the Illinois Horse Racing Act. Each year the Board issues racing licenses and establishes a racing schedule for each of the states operating racetracks, both thoroughbred and harness. The race date allocation processinvolves an assessment of each racetracks application for a racing license in view of the best interest of Illinois racing and such factors as the racetracks facilities and accommodations for the public; the tax revenues to be generated for the state from various race meets; the extent of promotional and marketing activities; the character, fitness, reputation and integrity of the activities;the character, fi tness, reputation and integrity of the racetracks owners and operators, and each racetracks compliance with affi rmative action plans. The Final Availability Analysis provides a numerical measure of utilization through an analysis of the internal workforce of each state entity and the availability of affirmative action groups in surrounding labor area(s). Comparison of the availability numbers and the actual number of affirmative action groups currently employed by the agency will indicate whether or not the agency is underutilized.
