Trichloroethylene (TCE) Groundwater Contamination Investigation: Eastern Lisle and Nearby Affected Areas

 Description:  During the late summer and early fall of 2000, a number of residents with private wells in an eastern Lisle neighborhood south of Ogden Avenue (Area A on enclosed Map) had their wells sampled by a private environmental contractor. By mid-November, more than 35 residential wells had been sampled by various parties.Trichloroethylene (TCE) had been detected in at least 20 wells, and it had been found in excess of the U.S. Environmental Protection Agency (U.S. EPA) Drinking Water Standard for public water supplies (5 parts per billion) in six wells. The concentrations ranged from just above the detection limit to almost 20 parts per billion in one well.  Description:  The John Tarkowski property is 16 acres in unincorporated Lake County near the Village of Wauconda (map attached). Public records show that Mr. Tarkowski has been illegally receiving waste material at his property since the late 1960s, and Lake County as well as the State of Illinois and U.S. EPA have pursued legal actions against Mr. Tarkowski since that time. Although the judgment of more than one court determined that Mr. Tarkowski should remove various waste materials and adhere to deed restrictions, zoning ordinances and state laws regulating permitting of landfills, the problem persisted. The court also entered a finding of insolvency against Triad. Both companies, located at 101 South Stratford Road, Winston-Salem, North Carolina, were formerly authorized to transact the business of mortgage guaranty insurance, which insures banking institutions for financial loss associated with residential mortgage defaults. The Companies ceased issuing new commitments for mortgage guaranty insurance in 2008, and have been operating their business under two Corrective Orders issued by DOI.

 Description:  Despite repeated reform efforts by a variety of activists and reform groups, the process by which reapportionment is accomplished in Illinois falls far short of the ideal. A set of cosmetic reforms was enacted at the end of the last decade, but the process is not transparent and still easily hijacked for partisan and incumbent advantage by the leadership of the General Assembly. The system falls even farther short of ideal when compared to the relatively apolitical and efficient system employed in neighboring Iowa. This paper demonstrates the anti-democratic nature of the current process and examines the mechanisms by which reform efforts have been thwarted in the recent past. The continued abuse of the apportionment process serves to perpetuate the control of a power elite in Illinois, which, in turn, prevents consideration of policy proposals that hold the potential to alleviate the host of other problems that plague the state.
