 Description:  During a routine inspection at Ludwig Dairy Products, Inc., in Dixon, Illinois, the Illinois Department of Public Health (IDPH) found pasteurizing equipment operating improperly, potentially allowing raw milk to be mixed with pasteurized milk and sold in dairy products. Inspectors found a system controlled pump, designed to stop the production process if raw milk pressure exceeded pasteurized pressure, was bypassed and replaced with a pump not wired into the controls.

Construction of the engineered cap and landfill gas management system began on August 5, 2002, and continued, during the construction seasons, until October of 2003. In addition, the Illinois EPA completed cleanup and disposal of white goods (household appliances) from an open dumping area located on the west side of the H and L #1 landfill site. While not included in the original landfill design, this project was determined to be of significant benefit to the community.
