Illinois Evidence-Based Funding Formula Five-Year Evaluation

 Description:  The Evidence-Based Funding for Student Success Act charged the Professional Review Panel (PRP) with quintennial review of the entire Evidence-Based Funding model, including an assessment of whether or not the formula is achieving State goals (105 ILCS 5/18-8.15(i)). Generally, this evaluative study has found that EBF is successfully targeting funding to the highest-needs districts per the formula and that it is equitably providing state funding to schools with greater proportions of low-income students and students of color and low levels of property wealth. However, geographic disparities in average Percent of Adequacy as well as large gaps to adequacy remain and are greater for students from low-income households than their wealthier peers; such gaps also are larger for students of color than for their White peers.

 Description:  Public Act 90-548 created the Illinois Education Funding Advisory Board (EFAB) in December of 1997. Members are to include representatives of education, business, and the general public and their terms are limited to four years. The statutory charge of EFAB, as stated in 105 ILCS 5/18-8.05 (M) is to make recommendations to the General Assembly for the foundation level and for the supplemental general State aid grant level for districts with high concentrations of children from poverty. The recommended foundation level shall be determined based on a methodology which incorporates the basic education expenditures of low-spending schools exhibiting high academic performance.
