| 1: | | Title: | | | | Volume/Number: | 2013 April | | | Issuing Agency: | | | | Description: | On August 24, 2012, Administrative Law Judge (ALJ) Anna Hamburg-Gal issued a recommended decision and order (RDO) in the above-captioned case, recommending that the Illinois Labor Relations Board, State Panel: (1) find that the County of Bureau and the Bureau County Sheriff (Respondents) violated Sections 10(a)(2) and (1) of the Act when the Sheriff initiated a complaint with the County's Merit Commission seeking discharge of former employee Dawn Dove in retaliation for her protected concerted activity; (2) defer resolution of that portion of the unfair labor practice allegations concerning a 27-day suspension to the parties' grievance settlement agreement; and (3) find that Respondents did not repudiate the applicable collective bargaining agreement or refuse to bargain in good faith in violation of Section 10(a)(4) and (1) of the Act. In making these recommendations, the ALJ also recommended that the Board find that Charging Party, Policemen's Benevolent Labor Committee (PBLC), had not waived its right to bring unfair labor practice charges before the Board.
