A medical malpractice plaintiff filed an action in 2007 against a physical therapy assistant and his employing company, and a dispute arose as to what category of person had to sign the health care professionals report which was statutorily required in medical malpractice cases. The circuit court of Tazewell County dismissed the action on this issue, but the appellate court granted additional time, and the defendant was granted leave to appeal to the supreme court.

In 2010, he sought judicial review of this ruling in the circuit court of Adams County in an effort to obtain one. Judge Mark Schuering gave individual scrutiny to Corams circumstances, pursuant to the standards of review set forth in the FOID Card Act, and entered an order directing issuance of the card. He concluded that Coram, despite his earlier misdemeanor conviction for domestic violence, would not be likely to act in a manner dangerous to public safety.
