Countryside Lake Water Quality Monitoring Program: Final Report

 Description:  Countryside Lake Association (CLA) started a Lake Stewardship program in 2001 following the Lake Water Quality Study completed by the Lake County Health Department Lake Management Unit (LCHDLMU) in 2000. The LMU study identified Countryside Lake as hyper-eutrophic citing phosphorous as the limiting nutrient. The CLA stewardship program focused its attention on lake water inlet quality to determine whether any of these stormwater drains represented a significant phosphorous input to the lake. The program began with grab sample collections at the major lake inlets in 2002 and 2003 and progressed to ISCO automatic composite water samplers and ultimately to selected ISCO sequential samplers. The early findings documented the baseline water quality for each inlet.

Chloride Usage Education and Reduction Program Study: Final Report

 Description:  This Chloride Usage Education and Reduction Program Study addresses the quantity of chloride applied in the watersheds of Salt Creek and the East and West Branches of DuPage River. These watersheds are located in northeastern Illinois, centered in DuPage County. Portions of the watersheds also extend into Cook, Will and Kane Counties. In response to the TMDLs adopted for their watersheds, a group of communities, environmental organizations, publicly owned treatment works and other concerned parties came together to form the DuPage River Salt Creek Workgroup (DRSCW). The DRSCW appointed a Chloride Subcommittee, under whose direction this study was initiated to evaluate current road salting practices and to recommend alternative practices for the reduction of chloride loading to the watersheds, to help comply with the chloride TMDLs.

Chromium-6 Strategic Plan

 Description:  Illinois EPA believes that it is very important that we start with a sound understanding and assessment of what we know relative to total chromium in Illinois ground and surface water (including Lake Michigan) used as a source of public water supply. We also have a large data set relative to finished drinking water that can help identify any total chromium hot spots. Further, when U.S. EPA finishes their guidance and approved sample method for chromium-6, it will be used to develop a network to scientifically assess the prevalence of chromium-6 in source water (surface and groundwater), drinking water, and public water supply distribution systems. This information will help to prioritize U.S. EPAs technical assistance and guidance. Moreover, it will also assist U.S. EPA with the question of prevalence and need to establish a drinking water standard.

Capacity Development Strategy for Existing Public Water Supplies, July 2000

 Description:  The Safe Drinking Water Act Amendments of 1996 (SDWA) (PL104 -182, August 6, 1996, Title XIV, Section 1420) make provision for each primacy agent to provide for full funding of the State Revolving Loan (SRF) fund (Section 1452) allocation. This is contingent on the federal operator certification program requirements (Section 1419) being met and that a capacity development program is established and implemented. Failure to meet either the program or reporting requirements specified within these sections can result in withholding of up to 20 percent of the SRF funds available to the primacy program. Illinois has adopted legislation and rules (415 ILCS 5/15, 35 Ill. Adm. Code 651.102, 652.701-702; 77 Ill. Adm. Code 900.45(c)) for new public water supply systems, which must complete a capacity demonstration in order to obtain a construction or operating permit. The Strategy for Existing Public Water Systems was approved by U. S. EPA Region 5 September 27, 2000, and is being implemented. Revisions to the Strategy for Existing Public Water Systems have been made based upon experience learned through early implementation efforts. Those changes are noted in this report. New reporting criteria for Annual State Capacity Development Program Implementation Reports was developed by USEPA and sent to all primacy states on June 1, 2005, by certified mail (received by Illinois on August 25, 2005). This report is structured in accordance with that memorandum.
