| 1: | | Title: | | | | Volume/Number: | 2011 April | | | Issuing Agency: | | | | Description: | On February 18, 2011, Caterpillar Tractor Company, Inc. (CAT) was notified by the Woodford County Emergency Management Agency that residents along Ten Mile Creek had noticed a fuel odor. CAT personnel checked outfalls on the bluff below the Proving Grounds fuel station and discovered some diesel fuel seeping into a ravine which continues to Ten Mile Creek. An initial investigation around the fueling facility revealed a diesel leak in an underground line that feeds the fuel dispensers. Diesel fuel is used on the Proving Grounds property to power the earth-moving equipment being tested there. At the time the leak was found, CAT began excavating to remove the source and to find the extent of the leak. The fuel had followed a down-hill slope to a ravine on CAT property, ran down the ravine and impacted Ten-Mile Creek (about one-half mile away) with a visible sheen of diesel fuel on top of the water. U.S. Environmental Protection Agency plans to remove nearly 12,000 tons of soil and other lead-contaminated materials. The project is expected to take about four months. | | | Date Created: | 05 14 2012 | | | Agency ID: | Fact Sheet #2 | | | ISL ID: | 000000042232 Original UID: 21746 FIRST WORD: Cleanup | |
3: | | Title: | | | | Volume/Number: | 2002 February | | | Issuing Agency: | | | | Description: | Between 1904 and 1933, the St. Louis Smelting and Refining Company operated a lead smelter at the location that is now home to the Collinwoods and Pine Lake subdivisions. The smelting facilitys main building was located near the present intersection of Raintree Trail and Pine Lake Road. Other plant buildings were located in the area presently bounded by Banyon Tree Road, Lemontree Lane and Dogwood Trail. The company produced a variety of lead products including lead ingots, lead sheets and powdered lead. The lead smelting process also resulted in the production of large amounts of lead-bearing waste known as slag. Slag is a mixture of lead and other elements, impurities and ash. Lead slag for this facility was disposed of in large piles on the site. One such pile existed on the south side of Pine Lake Road starting across from the intersection of Lemontree Lane and extending to the Pine Lake Road cul-de-sac. | | | Date Created: | 05 24 2012 | | | Agency ID: | Fact Sheet #2 | | | ISL ID: | 000000042458 Original UID: 21982 FIRST WORD: Collinwoods

6: | | Title: | | | | Volume/Number: | 2010 November | | | Issuing Agency: | | | | Description: | The 55-acre former municipal solid waste landfill located at 4100 West Frontage Road, Hillside, Illinois, commonly known as the Congress Landfill or the Hillside Landfill is owned by Congress Development Company and has been operated by Allied Waste Transportation, Inc. since 2007. During the history of the landfill, odor complaints have been common. In 2005, there was a significant increase in the frequency and strength of odors impacting residents surrounding the landfill and a resulting increase in odor complaints to the Illinois Environmental Protection Agency. In 2006, landfill gas was found to be migrating offsite potentially causing hazardous conditions in nearby buildings. The Illinois EPA and the Illinois Attorney Generals Office took action at that time forcing the landfill to address problems that were immediately dangerous offsite, including requiring monitors in basements for the detection of landfill gas. Since 2006, there have been continuing odors, high landfill gas readings and other incidents including a leachate release in 2009, although actions taken by the landfill to address these issues have greatly reduced the strength and frequency of these issues. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #1 | | | ISL ID: | 000000041847 Original UID: 21620 FIRST WORD: Congress

It was noted during a site inspection in October 1993 that many of the drums had been removed from the site. The Illinois EPA is seeking a court order for the analysis and removal of any remaining drummed wastes and the cleanup of any related soil contamination. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #1 | | | ISL ID: | 000000041824 Original UID: 21593 FIRST WORD: Canton
8: | | Title: | | | | Volume/Number: | 1999 August | | | Issuing Agency: | | | | Description: | This 33-acre site, which is adjacent to the Canton downtown business district, was the location of industrial facilities which operated as foundries, manufacturers of farm implements and other processes. In recent years, it was the site of a large tire shredding and recycling operation. International Harvester owned and operated the site from 1919 until 1983. Canton Industrial Corporation (CIC), later known as Cyber America, operated at the site from 1984 until 1994 and ran the tire recycling operation. In 1991, the Illinois Environmental Protection Agency (Illinois EPA) cited CIC for violations relating to improper storage of drummed wastes and failure to implement a Resource Conservation and Recovery Act closure plan at the site. During 1995 and 1996, the Illinois EPA was involved in a large cleanup of tires at the site. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #2 | | | ISL ID: | 000000041825 Original UID: 21594 FIRST WORD: Canton
9: | | Title: | | | | Volume/Number: | 2000 September | | | Issuing Agency: | | | | Description: | The Centralia Landfill Site is one of the thirty-three (33) abandoned landfills that no longer accept waste but were never properly closed. During 1998, Illinois EPA identified these orphaned landfill sites as critical environmental problems that need to be addressed. Governor George H. Ryan and Illinois lawmakers responded in spring 1999 by including $50 million in the Illinois FIRST program for addressing problems posed by these abandoned landfills. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #1 | | | ISL ID: | 000000041827 Original UID: 21596 FIRST WORD: Centralia
10: | | Title: | | | | Volume/Number: | 2001 June | | | Issuing Agency: | | | | Description: | CESI began operations in 1986. The 35-acre site was subdivided into six disposal areas and two borrow areas. The site was permitted for municipal waste and special non-hazardous waste. Areas I, II and III were filled with waste and have a partial soil cover ranging from 0 to 18 inches in depth. Due to site operating deficiencies, the permit to operate Area IV was denied. As a result, an extremely steep excavation face (about 30 to 50 feet high by 500 feet long) remains where the waste already in place was cut back to remove it. Operations at the site stopped in 1989. Although some soil cover was placed on the landfill, it is not certified closed by the Illinois EPA. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #2 | | | ISL ID: | 000000041828 Original UID: 21597 FIRST WORD: Centralia

The Burlington Northern Railroad bisects the landfill areas. South and west of the landfills are several residences. The Centralia landfill sites are three of thirty-three (33) abandoned landfills that Illinois EPA identified in 1998 as critical environmental problems that need to be addressed. In 1999, Governor George H. Ryan and Illinois lawmakers included $50 million in the Illinois FIRST program to address problems posed by these abandoned landfills. | | | Date Created: | 05 03 2012 | | | Agency ID: | Fact Sheet #3 | | | ISL ID: | 000000041829 Original UID: 21598 FIRST WORD: Centralia
12: | | Title: | | | | Volume/Number: | 2009 May | | | Issuing Agency: | | | | Description: | This fact sheet has been prepared based on the information that the Illinois Environmental Protection Agency (Illinois EPA) has at this time and on its investigation to date. The Illinois EPA discovered that a contaminated emergency back-up water supply well was being used illegally by supplementing the treated Lake Michigan water that Crestwood provides to its residents. The well has been sealed; Crestwood has been supplying only treated Lake Michigan water to its residents since November 2007. | | | Date Created: | 05 03 2012 | | | Agency ID: | | | | ISL ID: | 000000041848 Original UID: 21621 FIRST WORD: Crestwood
13: | | Title: | | | | Volume/Number: | 2009 June | | | Issuing Agency: | | | | Description: | Illinois EPA investigations continue concerning the illegal use of the tainted Crestwood Public Water Supply (PWS) well and the origins of the volatile organic compounds (VOCs) found in the PWS well which we are currently attributing to drycleaner solvent breakdown products. | | | Date Created: | 05 03 2012 | | | Agency ID: | Update #1 | | | ISL ID: | 000000041849 Original UID: 21622 FIRST WORD: Crestwood
14: | | Title: | | | | Volume/Number: | 2009 September 11 | | | Issuing Agency: | | | | Description: | Sampling results from the Illinois Environmental Protection Agencys (Illinois EPAs) June 2009 field work near Playfield Cleaners indicate that an area of shallow groundwater at the Playfield Plaza is contaminated with drycleaner solvent and its breakdown products, all volatile organic compounds (VOCs), originating from contaminated soils at the Playfield Cleaners site. Shallow groundwater sampling results from the field work near Playfield Cleaners and the former Crestwood Public Water Supply (PWS) Well #1 did not allow the Illinois EPA to conclusively identify Playfield Cleaners as the source of the Crestwood PWS Well #1 VOC contamination. However, we suspect that dissolved contamination from this site migrated downward into the groundwater of the bedrock and eventually contaminated the Crestwood PWS Well #1. | | | Date Created: | 05 03 2012 | | | Agency ID: | Update #3 | | | ISL ID: | 000000041851 Original UID: 21624 FIRST WORD: Crestwood
15: | | Title: | | | | Volume/Number: | 2009 October 9 | | | Issuing Agency: | | | | Description: | The volatile organic compound (VOC) sample results from the Illinois EPAs recently installed bedrock monitoring well indicate vinyl chloride contamination of the bedrock groundwater between Playfield Cleaners and the former Crestwood PWS well, as predicted by the Illinois EPAs groundwater flow modeling results. The VOC samples were collected from the bedrock monitoring well on September 17, 2009. Illinois EPA experts believe these data implicate the Playfield Cleaners property as the source of contamination of the former Crestwood PWS Well #1. | | | Date Created: | 05 03 2012 | | | Agency ID: | Update #4 | | | ISL ID: | 000000041852 Original UID: 21625 FIRST WORD: Crestwood
