Guide to Commercially Prepared English Language Arts Inventories for Illinois Educators, Schools and Districts

 Description:  The Guide to Commercially Prepared English Language Arts Inventories has been compiled by the Right to Read: Best Practices and Resources Committee (See Appendix A) to assist educators in attaining results as stated in the Illinois Right to Read Initiative. This document also specifically addresses one of the 14 research-based practices (See Appendix B) that the Committee has recommended as guidelines for effective reading instruction. "Best Practice #2: Assessment to Inform Instruction" calls on teachers to routinely monitor and assess the reading levels and progress of individual students. The document includes inventories for grades kindergarten though 12, but some inventories also can be used for pre-kindergarten children and adults.

In accordance with the statute, the report includes, for each of the three units of instruction categories, the findings for each of the three units of instruction categories, the findings with respect to the average amount of instruction time qualifying as a unit of instruction and the curricula and grades in which that instruction is being offered.

Round Lake Unit School District No. 116: Recommendation on Reorganization from Financial Oversight Panel

 Description:  Due to the severe financial difficulties of Round Lake School District #116, a financial oversight panel (FOP) was established pursuant to 105 ILCS 5/1B of the School Code to oversee all financial decisions for the district. State law provides that the oversight panel can make recommendations to the General Assembly as to what is best in terms of the future of the district. The Panel is recommending that a finance authority be established and empowered with similar responsibilities to the one that was enacted for Chicago School District #299 in 1995. The School Finance Authority in Chicago brought stability to that district's finances, and the Panel believes that this process can do the same for Round Lake
