Results and Analysis of The Inaugural Southern Illinois Poll

 Volume/Number:  2010 June
 Issuing Agency:
Description:  In April 2010, The Paul Simon Public Policy Institute fielded the inaugural Southern Illinois Poll. We surveyed 401 registered voters in the region on political, public policy, and cultural issues in order to begin building an opinion database on this sparsely populated, relatively little-studied corner of the state. We hope to field a new Southern Illinois poll every spring.

Alternatives to Illinois Budget Deficit: An Analysis of Proposed Solutions by Gubernatorial Candidates, Elected Officials, and Public Policy Organizations

 Volume/Number:  2011 January
 Issuing Agency:
Description:  The state of Illinois currently maintains a major budget deficit of approximately $15 billion. Such a deficit undoubtedly impacts the normal delivery of state programs and services to the public in a negative manner. Consequently, gubernatorial candidates, elected officials, and public policy organizations have introduced several proposals regarding Illinois budget deficits for discussion and consideration into the public arena. In this process of public consideration, Illinois voters have the opportunity to actively support or oppose the merits of these proposals by voting in favor or against certain candidates who support or oppose them and by expressing their opinions directly to their state representatives and senators who might eventually vote on a particular proposal in the legislative process. They can also be informed citizens about the general content and merit of these proposals by paying attention to news reports, public debates, policy seminars, and survey results.

Climate of Opinion in Southern Illinois Continuity and Change

 Volume/Number:  2011 April
 Issuing Agency:
Description:  Southern Illinois is a land rich in history, culture and friendly people. Its topography was originally shaped by the great glaciers of the Ice Age, which pushed this far south, leaving a hilly and rough terrain that is much different from the rich and flat farmland of central and northern Illinois. There are advantages to this physical terrain in terms of natural beauty; however, those advantages are also mitigated by the impact on farming, as most of southern Illinois supports only smaller and more marginal farms.

Redistricting In Illinois: A Comparative View on State Redistricting

 Volume/Number:  2012 April
 Issuing Agency:
Description:  States regularly redraw the boundaries of their congressional districts and their legislative districts. The United States Constitution requires this process to be conducted every ten years, directly following the census. The idea behind regular redistricting efforts is centered on ensuring that each person is equally represented in our government. As populations change, redistricting efforts are meant to ensure that voters continue to be represented equally. However, the process of redistricting has always been a topic of controversy because it has been freighted with concerns the process is unfair, partial, and corrupt.

Lessons Learned: What the Successes and Failures of Recent Reform Efforts Tell Us About the Prospects for Political Reform in Illinois

 Volume/Number:  2012 October
 Issuing Agency:
Description:  In 1972 a group of Illinois legislators and a lobbyist were indicted for taking bribes from Material Services Corporation to insure the passage of a bill that would help the company transport heavy materials on Illinois roads. In what became known as the Cement Bribery Trial four legislators, including a former Speaker of the House, and a lobbyist were convicted in October of 1976. Two legislators and Lester Crown, the chief executive of Material Services, testified against the defendants.i The company executive was granted immunity and not indicted, while the two legislators were sentenced under plea agreements. Twenty other members of the General Assembly were linked to the bribery scheme by testimony at the trial, but were not indicted.

President Obamas Victories in Illinois: 2012 Compared to 2008

 Volume/Number:  2013 February
 Issuing Agency:
Description:  This paper describes and analyzes President Obamas 2012 election victory in Illinois and compares it to his earlier victory in 2008 in his home state. It also extends the analysis back through the 2004 and 2000 presidential elections and shows how those results were similar and where they differed. It primarily relies on the county and county election returns supplemented by U. S. Census data as the unit of analysis. The paper sets Illinois into a national electoral context describing what is happening in an era of deep partisan polarization coupled with the prospects for a partisan realignment.

There's Nothing Fair About the Illinois Map: An Examination of the Reapportionment Process in Illinois

 Volume/Number:  2013 April
 Issuing Agency:
Description:  Despite repeated reform efforts by a variety of activists and reform groups, the process by which reapportionment is accomplished in Illinois falls far short of the ideal. A set of cosmetic reforms was enacted at the end of the last decade, but the process is not transparent and still easily hijacked for partisan and incumbent advantage by the leadership of the General Assembly. The system falls even farther short of ideal when compared to the relatively apolitical and efficient system employed in neighboring Iowa. This paper demonstrates the anti-democratic nature of the current process and examines the mechanisms by which reform efforts have been thwarted in the recent past. The continued abuse of the apportionment process serves to perpetuate the control of a power elite in Illinois, which, in turn, prevents consideration of policy proposals that hold the potential to alleviate the host of other problems that plague the state.

Voter Petitions for Term Limits in Illinois: A Conflict Between Popular Desire and Constitutional Constraints

 Volume/Number:  2014 April 7
 Issuing Agency:
Description:  The question of whether a legislator should have his or her years of service capped by term limits is an issue that demands attention because of significant voter support in Illinois. Legislative term limits have long been a popular response to perceived corruption or inaction in politics. Almost eight in ten [voters] (78.7 percent) favor, and more than half [of voters] (54.0 percent) strongly favor term limits.1 However, since term limits are not currently incorporated into any article of The Constitution of the State of Illinois of 1970 (hereinafter Illinois Constitution), those supporting term limits must amend the constitution to include them. This task is easier said than done.

Climate of Opinion in Illinois 2010-2014: A Dilemma of Popular Democracy

 Volume/Number:  2014 June
 Issuing Agency:
Description:  Since 2008 the Paul Simon Public Policy Institute at Southern Illinois University Carbondale has conducted an annual statewide survey of Illinois voters. The purpose of these surveys has been to document and analyze the views and values of the people of the Prairie State. These surveys now have become an accumulated data collection that allows us to track public opinion in the state for several consecutive years. This is a report of that longitudinal perspective on public opinion in Illinois for the volatile and interesting half decade between 2010 and 2014.

Partisanship, Representation and Redistricting: An Illinois Case Study

 Volume/Number:  2014 September
 Issuing Agency:
Description:  During the fall of 2012, Decatur residents were subjected to a barrage of political ads promoting and attacking the two candidates for the 48th District seat in the Illinois Senate. Decatur Mayor Mike McElroy, the Republican candidate, and Andy Manar, who at the time was the Chairman of the Macoupin County Board, spent more than $2.5 million and saturated the airwaves with commercials. Without an incumbent on the ballot, this newly drawn Senate district was a priority for both political parties.
