Veolia ES Orchard Hills Landfill and Winnebago Landfill Odor Issues: Ogle and Winnebago Counties, Illinois

 Description:  Over the past year there have been multiple accounts of odor complaints from areas surrounding the Veolia ES Orchard Hills Landfill and the Winnebago Landfill. Given concerns for public health and the environment, the Illinois Environmental Protection Agency (Illinois EPA) inspected each of the landfills to determine if there was a problem with odors at the landfills in question Sulfur-like odors were detected during some of these inspections at each landfill. Since that time, the Illinois EPA has been working with the Veolia ES Orchard Hills and Winnebago Landfills to evaluate landfill operations in an effort to ensure the health and safety of the community and the protection of the environment during operation of the facilities.

Chemicals from this industrial waste apparently are one of the major sources of private well contamination in the Southeast Rockford Groundwater Contamination Superfund Project. The private wells, contaminated with volatile organic compounds (VOCs), are located west of Area 7, beginning approximately at 25th Street. The IEPA investigated approximately 15 locations, in addition to Area 7, as potential sources for the Superfund contamination. They are called volatile because they readily evaporate. They are called organic because they contain carbon.

 Description:  used for both household and industrial waste. Early aerial photographs of Area 7 show evidence of waste disposal and excavation from 1959 through 1970. The area, located north of Balsam Lane in Rockford, now contains a field, wooded areas and Ekberg Park. The depth of contamination varies from four feet below ground surface to at least 29 feet. Illinois EPA estimates that there are approximately 265,000 cubic yards of highly contaminated soil beneath the ground surface. Illinois EPA soil borings show sands, silts and clay to bedrock. Bedrock varies between 35 and 135 feet below ground surface. The water table varies from 36 feet below ground surface south of the park, to 13 feet in the park and 2 feet near the creek. The groundwater flows to the northwest.

 Description:  Area 11 is an old industrial area dating back to at least 1906. Past industries include Rockford Varnish, Rockford Coatings Corporation and Rockwell International Graphics. Some of these industries have documented use of chlorinated solvents, the main chemicals of concern for the project area. Past surface spills appear to have been the primary sources of Area 11 surface and subsurface soil as well as groundwater contamination. Chlorinated industrial solvents found in the remainder of the Southeast Rockford Project were detected in some Area 11 samples at low concentrations. Non-chlorinated solvents, often associated with petroleum products, however, were found in such high concentrations in Area 11 that the detection limit of the analytical equipment had to be raised considerably. There may have been relatively high concentrations of chlorinated solvents in Area 11 samples, but they may not have been detected because of the high detection limit of the analytical equipment.
