Only 3,580 of such positions may be so designated by the Governor, and, of those, only 1,900 positions which have already been certified to be in a collective bargaining unit.

Brosnan dismissed the unfair labor practice charge filed by the Hazel Crest Professional Firefighters, Local 4087, International Association of Fire Fighters (Charging Party), in the above-captioned against the Village of Hazel Crest (Respondent). The Charging Party alleged that the Respondent had violated Seciton 10(a)(4) and (1) of the Illinois Public Labor Relations Act 5 ILCS 315 (2008), as amended, by insisting to impasse on four proposals which the Charging Party described as permissive subjects of bargaining.
