Accordingly, the ALJ determined that pursuant to Section 3(n) of the Illinois Public Labor Relations Act, 5 ILCS 315, (Act), the Public Service Administrators (PSAs) employed by the Petitioner should be excluded from any existing bargaining units. The PSAs have been represented by the International Union of Operating Engineers, Local No. 965 (Union).
