Bishop Landfill

 Description:  Bishop Landfill, located approximately one mile south of Litchfield and the Long Branch Creek, is a 36-acre permitted sanitary landfill that was not certified as closed by the Illinois Environmental Protection Agency (Illinois EPA). Bishop Landfill operated from 1971 to 1987 and was permitted to accept only general refuse (trash), however, hazardous wastes were accepted without the operator acquiring the proper permits. The landfill was also filled beyond the permitted boundaries. The landfill has erosion problems, leachate seeps (rainwater that has infiltrated the landfill and mixed with the waste), and gas buildup. Brockman I Landfill Remedy Completed

 Description:  In May 2005, the Illinois Environmental Protection Agency (Illinois EPA) signed off on the completed remedy at the old Brockman I Landfill located southwest of Ottawa. The work was the result of a 2003 consent order between the state of Illinois and 19 settling parties who either owned the property or brought waste to the landfill when it was in operation between 1970 and 1979. Former Cairo School

 Description:  Based on the human health threat from exposure posed by the dilapidated, asbestos-containing school located at 29th Street in Cair9 (also known as the Lincoln School), the Illinois Environmental Protection Agency (Illinois EPA) will abate the asbestos where safe to do so and remove the building using State funds. Cairo is located at the confluence of the Mississippiand Ohio Rivers in the southernmost part of the State. Due to the condition of this former school, it is highly likely that asbestos fibers are being released to the environment and coming in contact with trespassers. Health concerns for human exposure warrants corrective action at this location.

Canton Industrial Corporation/International Harvester Site

 Description:  In 1991, the Illinois Environmental Protection Agency (EPA) cited C.I.C. for violations relating to improper storage of drummed wastes and failure to implement a Resource Conservation and Recovery Act closure plan at the site. It was noted during a site inspection in October 1993 that many of the drums had been removed from the site. The Illinois EPA is seeking a court order for the analysis and removal of any remaining drummed wastes and the cleanup of any related soil contamination.

Canton Industrial Corporation/International Harvester Site

 Description:  This 33-acre site, which is adjacent to the Canton downtown business district, was the location of industrial facilities which operated as foundries, manufacturers of farm implements and other processes. In recent years, it was the site of a large tire shredding and recycling operation. International Harvester owned and operated the site from 1919 until 1983. Canton Industrial Corporation (CIC), later known as Cyber America, operated at the site from 1984 until 1994 and ran the tire recycling operation. In 1991, the Illinois Environmental Protection Agency (Illinois EPA) cited CIC for violations relating to improper storage of drummed wastes and failure to implement a Resource Conservation and Recovery Act closure plan at the site. During 1995 and 1996, the Illinois EPA was involved in a large cleanup of tires at the site.

Caterpillar Proving Grounds Diesel Release

 Description:  On February 18, 2011, Caterpillar Tractor Company, Inc. (CAT) was notified by the Woodford County Emergency Management Agency that residents along Ten Mile Creek had noticed a fuel odor. CAT personnel checked outfalls on the bluff below the Proving Grounds fuel station and discovered some diesel fuel seeping into a ravine which continues to Ten Mile Creek. An initial investigation around the fueling facility revealed a diesel leak in an underground line that feeds the fuel dispensers. Diesel fuel is used on the Proving Grounds property to power the earth-moving equipment being tested there. At the time the leak was found, CAT began excavating to remove the source and to find the extent of the leak. The fuel had followed a down-hill slope to a ravine on CAT property, ran down the ravine and impacted Ten-Mile Creek (about one-half mile away) with a visible sheen of diesel fuel on top of the water. During 1998, Illinois EPA identified these orphaned landfill sites as critical environmental problems that need to be addressed. Governor George H. Ryan and Illinois lawmakers responded in spring 1999 by including $50 million in the Illinois FIRST program for addressing problems posed by these abandoned landfills.

 Description:  CESI began operations in 1986. The 35-acre site was subdivided into six disposal areas and two borrow areas. The site was permitted for municipal waste and special non-hazardous waste. Areas I, II and III were filled with waste and have a partial soil cover ranging from 0 to 18 inches in depth. Due to site operating deficiencies, the permit to operate Area IV was denied. As a result, an extremely steep excavation face (about 30 to 50 feet high by 500 feet long) remains where the waste already in place was cut back to remove it. Operations at the site stopped in 1989. Although some soil cover was placed on the landfill, it is not certified closed by the Illinois EPA.

 Description:  Illinois EPA has scheduled the first controlled prairie burn at the former Prior-Blackwell Landfill site for April 2007. The specific date of the event will depend on weather conditions. The site is located on Perrine Avenue south of Centralia. The controlled burn is necessary to eliminate accumulated dead vegetation and to stimulate new growth and diversity in the plant life. It will also eliminate invasive plant species, which have more shallow root systems than the mix of prairie plants on the landfill cap.
