On average, the state spends approximately $26.6 billion annually in federal financial assistance.2Illinois distributes approximately $15.8 billion through grant agreements between state agencies and grantees.3 Because the state relies extensively on grants to operate programs and deliver services to Illinois citizens, these programs are successful when the grantees are successful.
