- As part of the Highway Safety Improvement Program (HSIP), states are required to submit an annual report to the Federal Highway Administration (FHWA) describing at least five percent of highway locations exhibiting the most pressing safety needs. This Five Percent Report will help Illinois is to gain an understanding of the nature and extent of safety problems, to provide guidance on where safety investments are needed, and to provide a basis for tracking the progress toward improving safety in the state.
