Among the many changes to the Illinois Juvenile Court Act, purposeand policy statement was added encouraging juvenile justice profes-sionals to respond to juvenile crime in way that includes the victim andcommunity as well as the offender. The language used in the act'spurpose and policy statement, "...to promote juvenile justice systemcapable of dealing with the problem of juvenile delinquency, system that willprotect the community, impose accountability for violations of law andequip juvenile offenders with competencies to live responsibly and produc-tively," embraces the fundamental principles of balanced and restorativejustice.
