.Members of the Illinois library community who travel to Springfield on Wednesday, April 9, for Illinois Library Advocacy Day will be in the capital city the same day that Illinois' new governor, Rod Blagojevich, delivers his first budget message to the General Assembly. At noon, Gov. Blagojevich will unveil his budget blueprint for fiscal year 2004, which begins July 1, 2003. Library Advocacy Day organizers are arranging for participants to watch or listen to the governor's message at the State Library via closed-circuit audio or video feed. "Illinois is in very precarious fiscal situation right now," said Secretary of State and State Librarian Jesse White. "Therefore, it is imperative that as many librarians as possible turn out on April to make their presence known and urge their lawmakers to preserve state funding for our libraries. In large numbers, we can ensure that our voices are heard by the decision-makers in the capitol." The theme for this year's Advocacy Day is "The Role
