Description
Due to the severe financial difficulties of Round Lake School District #116, a financial oversight panel (FOP) was established pursuant to 105 ILCS 5/1B of the School Code to oversee all financial decisions for the district. State law provides that the oversight panel can make recommendations to the General Assembly as to what is best in terms of the future of the district. The Panel is recommending that a finance authority be established and empowered with similar responsibilities to the one that was enacted for Chicago School District #299 in 1995. The School Finance Authority in Chicago brought stability to that district's finances, and the Panel believes that this process can do the same for Round Lake

As you are aware, due to the severe financial difficulties of Round Lake School District #116, financial oversight panel (FOP) was established pursuant to ILCS 5/1B of the School Code to oversee all financial decisions for the district. The Round Lake Financial Oversight Panel's report and recommendations are attached. Briefly, the Panel is recommending that finance authority be established and empowered, similar to the one that was enacted for Chicago School District #299 in 1995. The School Finance Authority in Chicago brought stability to that district's finances, and we believe this process can do the same for Round Lake. The deteriorating finances of Round Lake District #116 seriously imperil the education of close to 6,000 students
