In this news release, Illinois officials formally announced the details of an electric rate relief and reform package that will provide refunds and credits totaling $1 billion to consumers who were hard hit by increases after 10 years of frozen rates. In addition, a new agency will develop procurement plans and purchase electricity for utilities to ensure adequate, affordable, efficient and environmentally sustainable electric service for Illinois consumers.
Post 2006 Initiative: Final Staff Report to the Commission, The
The Electric Service Customer Choice and Rate Relief Law of 1997 was a massive overhaul of the State of Illinois policy toward electric utility service. It began a transition toward delivery service unbundling and greater reliance on market forces to determine how electric power and energy would be provided to retail customers. Staff has used the consensus reports of the working groups as springboards for writing this report. This report does not attempt to exhaustively address all the discussions of the working groups, but Staff makes recommendations in each of the main issue areas.
