The Manual for Small and Emergency Projects gives you complete information, with definintions, on how to apply for emergency status and handle small and emergeny projects. By statute, construction contracts not exceeding $30,000 (adjusted for inflation annually) are considered small projects that are exempt from the usual competitive bidding requirements. As of July 1, 2002, the small project threshold is $32,900. By statute, an emergency project that is exempt from the usual competitive bidding requirements may be entered into when:A. A threat to public health exists;B. A threat to public safety exists;C. There is a risk of further loss of or damage to State property;D. Immediate remediation is needed to prevent or minimize serious disruption in State services; orE. The integrity of State records is threatened.F. This workbook has been prepared by the Illinois Capital Development Board for use with the 1997 Standard Documents for Construction (SDC) and the 1997 A/E Manual. This workbook contains instructions, forms and guide specification sections through Division 1. Several sections have been expanded for clarification purposes. A checklist of current technical guide specification sections is available from your CDB project manager on a project specific basis.
